Articles 126-127 of the aforementioned Bill, which is under consideration by the competent bodies for voting,  provide for the amendment of the provisions of  L.4251/2014 concerning the  procedure of applying for a Permanent Residence Permit for Real Estate Owners and their family members, as follows:

1. Article 126 regulates that third country nationals who are eligible to apply for a Permanent Residence Permit (‘RP’) as Real Estate Owners in Greece, if they fully comply with the provisions and fulfil the requirements of L.4251/2014 Art.20B’, have the right to submit a RP application without previously having entered Greece.

第126條規(guī)定，有資格作為希臘房地產所有者申請永久居留許可證（“RP”）的第三國國民，如果他們完全遵守規(guī)定并滿足L.4251/2014第20B條的要求，有權在沒有進入希臘的情況下提交RP申請。

Specifically, the entrance in Greece will be no longer a requirement for Real Estate Owners and their family members in order to apply for RP. The relevant application and required documentation will be submitted by the representative attorneys as assigned by a Power of Attorney signed before a Greek Consular Authority.  In this case, a temporary residence permit (Blue Paper) will be issued for each applicant, if the necessary documentation will be duly submitted to the competent Immigration Authority, and there will be no pending documentation (except the insurance certificate).

具體來說，不動產業(yè)主及其家庭成員申請RP將不再需要進入希臘。相關申請和所需文件將由在希臘領事機構簽署的委托書指定的代表律師提交。在這種情況下，如果將必要的文件正式提交給主管移民局，則將為每個申請人頒發(fā)臨時居住許可證（藍紙），并且沒有待處理的文件（保險證書除外）。

Third country nationals who have applied for a RP according to the above-mentioned procedure either as owners of properties or as family members, must enter Greece and provide their biometric data (fingerprints) to the competent Immigration within twelve (12) months from the date their RP application.

根據上述程序申請RP的第三國國民，無論是作為財產所有者還是作為家庭成員，必須在RP申請之日起十二（12）個月內進入希臘并向主管移民局提供其生物特征數據（指紋）。

2. Article 127 provides for the extension of validity of certain Permanent Residence Permits and Blue Papers that expired in 2020 or will expire in 2021.  Specifically, the following Residence Permit Cards and Blue Papers are considered legally prolonged:

a) RP Cards and Blue Papers that have expired from the 1st of January 2020 until the 31st of July 2020, are valid and considered legally prolonged until the 31st of March 2021.

b)  RP Cards and Blue Papers that expired or will expire from the 1st of August 2020 until the 31st of March 2021, shall automatically be extended for up to (8) eight months from their initial expiration date.
